The current President, Benigno Aquino III has made fighting corruption and improving project transparency top priorities for his government. Many commentators believe the period (2010 until 2016) under President Aquino will provide the Philippines with the best opportunity to realise the potential of a well-educated and English speaking population, significant natural resource endowments, fertile lands and proximity to major shipping lanes. With a focus on infrastructure spending, the Public Private Partnerships (PPP) Program is the centrepiece of the Aquino administration’s effort to encourage greater private sector participation in implementing its infrastructure development agenda.
